Fred Clay

Board Chair

Fred A. Clay is the current Board Chair of MILPA (Motivating Individual Leadership for Public Advancement) and a lifelong advocate for multigenerational health and wellbeing, environmental sustainability, and culturally rooted leadership development. Originally from San Jose, CA, Fred is of African American, Seminole and Tohono O’odham descent and has dedicated over 25 years to building equitable systems that serve historically marginalized Communities.


Fred currently serves as a FUSE Executive Fellow with the City of Hayward, where he leads equity-centered initiatives to reduce greenhouse gas emissions through sustainable, community-driven transportation solutions. He is also the Founder and Principal of Clay Leadership and Consulting, a firm specializing in culturally relevant professional development, Outreach and Engagement strategies in low-income communities, and organizational transformation. Fred holds an MBA in Sustainability from Presidio Graduate School and a B.S. in Environmental Science from San Jose State University, where he also serves as Board Secretary of the SJSU Black Alumni Network. His professional certifications include Project Management Professional (PMP), Envision Sustainability Professional (ENV SP), Small Business Development (SBD), and Personal Training. He is also a certified facilitator of the Sister Sky TIPI Business Model and Empowerment workshops, helping individuals build economic resilience and self-sufficiency. Throughout his career, Fred has facilitated hundreds of trainings and workshops on subjects ranging from Leading for Impact to Operationalizing Outreach and Engagement, conducted organizational assessments for organizations of all sizes, and built partnerships with CBOs, FBOs, and grassroots movements across the country.


Fred brings deep systems knowledge, spiritual grounding, and a passionate commitment to cultivating changemakers for the next seven generations. When he’s not leading strategy sessions or mentoring emerging leaders, Fred enjoys surfing, traveling, and spending time with his family.
